Msme firm exemption

Namaskar to experts pls.

I have MSME registered firm for building construction and Human resource supply/out-sourcing of man power and i am participating in Govt tenders.

Pls i want to know about exemption given by govt:-

1.Are all MSME registered firm for construction and human resources,eligible to get full exemption in tender fees,emd and per-qualification,three years exp and turn-over,balance sheet of last three years etc.

Pls guide for me especially in Himachal Pradesh ,Uttrakahnd,Uttar Pradesh and central govt tenders.

If p[ossible share link or number of any supporting docs like govt order.So that i can use in my tenders.

Advance thanks from my side and also from the side like me business man.
