If the cause of action took place in Delhi then you can file the recorvery suit or cheque bounce case in Delhi, your address is not criteria to file the cheque bounce case in Delhi.

There are multiple legal issues involved in your post,, which can neither be presumed nor made out from the facts posted.

It is advisable to seek professional services of a local prudent lawyer for appreciation of facts / documents and necessary proceeding.

Here are some practical steps to strengthen your case and reduce delays:

File a civil suit for recovery in Bihar with all documentary evidence (cheques, land papers, written agreements). Send a legal notice through a lawyer before filing the case.

Request for summary proceedings under Order 37 of CPC if the evidence is strong and based on written contracts. Explore Lok Adalat or mediation for faster resolution.

Track case progress online via Bihar court websites to avoid unnecessary travel.

Regarding Delays in Bihar Courts: Yes, delays are common, but you can: Request your lawyer to push for early hearing dates, File applications for expedited proceedings, Consider filing in higher courts if the lower court is too slow.
