Misbehaviour

Dear Members, My question is:How to proceed to probe into alleged misbehaviour,using of filthy languages and disturbing the peace of the office, by someone,who is stakeholder but not a staff of office, done in a government office,post facto and what is the appropriate/competent government agency to enquire into such allegation and prove it?
