Is it safe to buy land which is situated by the side of rajakaluve/storm water drain and kere/lake on one side and gomal land on other side and construct on it

The buffer zone is 75metres for new purchase, hence better obtain a proper legal opinion from a local experienced lawyer and proceed only if recommended.
