If the builder has not provided the basic amenities as agreed in the sale agreement or the registered sale deed then the buyer can very well initiate proper legal action against the developer as per law.
The developer can be dragged to the consumer court seeking relief, remedy and compensation for the losses suffered both physical and mental after issuing a proper legal notice to the builder demanding the facilities.
