Lake restoration

If a lake belonging to got as per pahani has to be revived and restored since there are trespassers, unauthorized occupants and  pollution whether PIL has to be filed to High Court or NGT ?

Since there are lot of developments pursuant to lake revival by Court and got committee formation What is the legal recourse
