is it illegal to take photographs in public place? if using a model

Greetings Everyone,

This has been a harrasment most of the time that police has interrupted us taking model photographs in public places. saying " this is not allowed, you need permission for the same'
I just want to be sure, what does law says?
why a commoner cannot take a picture in a public places?
how come everything is owned by government and we always need to take permission for every move in the society?
I do agree that we cannot take pictures near or in the national defence areas ( any government secured area)
but why does taking a picture on a street, or in a forest, or near a river bother police so much?
how are we breking the law?
plz guide on this coz
every new and old photographer suffer from this

No need to take permission to take photos in public places as you said. But your photo taking should not disturb to the passer by and general public.

None has permission to disturb the individual life of a citizen and taking photography, if not permitted by act and conduct of such person, needs no written onsent.

Do you think that every were police is watching and warn public's.that too in these days.today is easy to take photograph or video so easily .video
