As per your concerns!

According to section 399 of the Indian penal code, 1860 Whoever makes any preparation for committing dacoity, shall be punished with rigorous imprisonment for a term which may extend to ten years, and shall also be liable to fine.

Moreover, An offence under Section 399 IPC i.e. preparing to commit dacoity is a cognizable and Non-bailable offence, which is triable by a court of session.
