Whoever, intending to insult the modesty of any woman, utters any words, makes any sound or gesture, or exhibits any object, intending that such word or sound shall be heard, or that such gesture or object shall be seen, by such woman, or intrudes upon the privacy of such woman, 1 [shall be punished with simple imprisonment for a term which may extend to one year, or with fine, or with both.

Dear Querist,
Sec.509 of ipc criminalises eve-teasing which includes words, gestures or any action done with the intention of insulting the modesty of a woman. Also it depends upon the facts and circumstances in depth.
If a person is found guilty under sec.509 then he/she is punished for upto 3 years along with fine.
If someone wants to file a complaint against the nuisance created by their neighbors under torts as private nuisance, which is a civil wrong.
