Illegal activity by some of the flat owners

Hello Sirs and Experts on the Forum,

Chronological incidents are given below:

 

1) An ancestral property available.

2) 2 sons and 2 daughters are legal heairs for this property.

3) all toghther constructed 16 flats by putting some people as supervisors.

4) Four number of Flats sold in common, amount not paid to 2 owners (their share).  On Inquiry they were telling will pay later etc.,,

5) other flats made a partiation deed and divided in to all owners.

6) four number of flats sold amount is still not paid (some 5 years already passed).

7) mean while other owners sold their share and got their amount through sale deed.

8) Now the Flats purchaser made a registered society leaving behind the owners and telling that now they need not pay the flat cost as they already formed a society.

9) making Goondaisam to owners and telling that they will kill..a police complaint already lodged.

10) Still not paying the Four flats amount to two owners.

 

My question:

1) Whether the flat owners (some still did not paid sale amount) can form a society without the land lord.

2) Whether the flat onwers (some still did not paid sale amount) can deny the amount to be paid to owners because they have already formed society.

3) Whether the flat onwers (some still did not paid sale amount)  can transfer the Water and electricity etc., in the name of the society without any concent from owners.

4) Some of the Flat owners made forgery signature of owners in Govt. department transaction. Already informed to that Govt. department for legal action.

5) Making man handling on owners just to not to pay their dues is correct.

etc.,,

 

Can the expert in the topics can reply and scope for legal action in the matter and also matter related to collecting sale consideration which is still due from the purchaser.

kindly give your openion and scope in this regard.
