Hra rules if spouse working in central government

What is HRA rules for employee. Employee spouse is working under central government and availing government quarter. Spouse living separately 1500 km . Whether other spouse is eligible for HRA or not?

The obligations of employer are towards it's own employees and not spouses who is  not it's employee.
