How to send legal notice to govt. servant for fraud outside

a govt. servant has done  some fraud by giving wrong affidavit in some bank to take loan.now we want to send him legal notice for the wrong.

please guide me the language or procedure to send notice.

under which act he did wrong so that we can elaborate it in notice.

Your part is only to inform the Bank that the lonee has submitted false affidavit, then wait for some time and find out whether any action is taken on that or not  by filing an application under RTI Act. If no action is taken by the bank inform the higher authority of the Bank.

If the realisation of the loan is your aim,foreclose it and proceed against the security offered .

As per you, You are the part of bank so complaint to bank higher authority for take the action against such employee. Or directly send him " Show cause notice" on behalf of bank. If you are in that position to take the action.
