Housing society noc issue

One of our society member had asked NOC from society, bringing letter from bank which he had taken loan. Bank had asked him to get the NOC stating that

 sub;- Lien noting confirmation.

We confirm having noted your lien /charges as mortage on the flat no 101 A wing, Motilal Residency owned by Mr Nilesh Rana.

We shall not allow sale,gift, or otherwise transfer of the said property to anyone else without prior written consent of bank of baroda.

Seal and stamp of society with sign.

My question is why society should be responsible for members flat .and what if any member fradualntly do sale or something..? Why society should be responsible for same?

The society must modify the draft send by Bank of Baroda

and incorporate specific clauses to safeguard intrest of the Society to avoid future uncertainty
