Harassment by teacher

My friend's sister is studying in 11th class and one of her teachers is threatening her to fail her if she doesn’t join his coaching. He also passes remarks on her but she's afraid to complain because of her academics. She does not want to join her coaching. What can she do to get out of this situation?

First ascertain the fact . If it genuine then lodge a complaint against the teacher to the management of school. if even after ,the harassments continues then complaint to the DEO office with the support of local lawyer and act accordingly
