Halafnama attested outside of india

Mr X is living and working in Saudi Arabia. He wants to submit WS as a first-time defendant in civil case related with property dispute. Halafnama how to get attested as there is no notary system in Saudi Arabia.

You can get it attested by an official of the Indian consulate in the absence of a notary public there.
