Gift a property which was transferred years back

Dear Sir,

We have a situation wherein my Grandfater who owned a Flat in Mumbai had transferred it to my Grandmother in 1984. This transfer was done by writing the name of my grand mother on the back side of Share Certificate and a Stamp on it duly signed by my Grandfather. Also my grandmother had paid a Fees of Rs 250/- to the housing society for which there is a proper receipt.

Now in the current date there are no agreement papers. My grandmother now wishes to transfer the same Flat to my Father. 

The Question is :

Was the Transfer done earlier in 84, a Valid transfer and Flat is in the name of my Grandmother ? 

Many lawers and agents suggest my grandmother to gift it to my father by paying apppropriate stamp duties. but after making the payment and transferring it to my father's name, can any of step brothers and sisters raise an objection in future ?

On the contrary many lawers suggest us to get NOC of all the brothers and sisters.
