gaurdian certificate

sir my brother is working in central government he has education quata for his children till collage he has not used has his children was in village so now he is interested in giving the quata for my children in school they are asking gaurdian certificate withiut court what is the process if in court how many months it will be done how many times he has to visit court because he is in different state
.
