I am very much agree with the advice of Ld Paliwal a part from this in my openion you are lucky that ur tenant vacated ur property otherwise you would file a evicition suit. lots of casess are pending in courts for eviction of tenant. So I will suggest you just try to find his proper present address and consult a Lawyer and serve him legal notice then wait& watch his reaction then only move to court for recovery of rent/elect dues. but you can only claim for agreement period only.

Despite the fact the tenanted premises is vacated, the possession is not handed over to you by the tenant as per law. Suit for recovery of rent, electricity bill etc. and possession seems to be the remedy.
