Form no 3 broker cheated muncipality work

I approached a broker to get work done for forum no 3 muncipality office of my grand mother property, he took around 50000 to get work done, he told that the work will be done within 21 days, after finishing 5months the work as not yet been done. he is ignoring my calls and not returning money..

And he speaks so rude, I am worried about this I am from poor background. what legal action can be taken against him, to recover my money which I paid to him?
