Forgery in rapat roznamcha

There is 267 self cultivated unpartitioned agricultural land. And there are two brothers. Elder brother does some signature forgery and sells his and his younger brother land to sellers who also are patwaris.

Younger brother came to know about this fact very late since  he used to do service and the land was under care of  elder brother out of mutual trust and understanding. Because of this civil court case filing date passed because of meetings/ panchayats just to sort out the matter which was a futile exercise.

However a criminal case was filed and fir was lodged on court's order and the case was made state case.

after a battle of 17 years brother who forged the signatures was sentenced for 3 years but the lower court judge spared the buyer saying that they were not beneficiaries since they paid the money to buy the land.

Which is totally wrong since the buyers were also the part of revenue dapartment as patwari. So they knew that proper channels were not followed up like summoning or issuing notice to younger brother when the land is sold. They knew younger brother.

Now the question is any one suggest some solution or judgement for more clarification to punish the acquited accused?

thanks.
