forged documents 

A person who is semi government employee whose date of birth at the time of joining was 19.01.1986 in all documents (aadhar card, pan card passport & SSC marksheet) but later he changed his date of birth in aadhar card and pan card to 20.01.1990. Where can i file a complaint in this regard?

There should be a public record that confirms the DOB, then if that person knowing the correct date of birth manipulated to reduce his age to derive any benefit then he is guilty of providing incorrect information deliberately to gain undue advantage through manipulation.

There is no significant role for AADHAR or PAN CARD as it is not a DOB record but a necessary detail to state his age.

In many cases, as there are prescribed minimum age requirements for appearing to 10th class examination, the parents on the advice of teaches have recorded enhanced age than real age and lakhs suffered a loss. as they were got retired before their real age of retirement..

If DOB in qualification and registered DOB with an employer is one and the same no offense is committed.

You have to establish the unlawful profit derived by the person by manipulating the date.

A man who was already married has changed his aadhaar card and pan card to get married again (bigamy).he changed the date of birth in Aadhar card and PAN card on 5th June 2021 and got married on 15th June.the girl with whom that person had married for the first time that girl's family gave job to that person in their aided college.It is suspicious to change on the date of birth by giving a difference of 4 years legally. Where can i file a complaint in this regard?

There is no link between modification of AADHAR and PAN to do anything for getting married any number of times.

Modification/correction through valid documents is legal under a laid down process.

The modification on 5th Jun,21 and marrying on 15th Jun may be a coincidence.

One has to establish a fraudulent motive and that instrument that was forged/faked and the motive through which he derived undue benefit.

No one is aware of his own date of birth, either his parents must have told/recorded or there must have been a valid DOB certificate

I do not say that making false representations of DOB is not a crime.  But the motive to get unlawful gain must be established with valid documents.

For example, in several states, there was a sudden rush for modification in the AADHAR CARD.  None in UIDAI has got even doubts, as they are obliged to modify the card as per the laid down procedure.

Then someone suspected when the elder one has joined a PSU bank, the youngest was getting a pension from State Govt as a Senior citizen.  Minimum a lakh gained that pension though they are not senior citizens and not entitled.  But there is no proof of valid record showing their DOB in villages. In a village with 2',300 voters the monthly pension being disbursed was Rs.2 1/2cr per month!!!!!

Be aware that filing a false complaint without valid proof is an offense.
