For trade mark registration

we applied trade mark registration on 5/3/2021. After 3 days application status is "Formality chk Fail". we corrected and resubmit the application, but we did not paid fees (they didn"t mention any fees). After one year there was no progress in our application. Now the status is "new" and pending at Office. What is the reason? What will we do? Can you help us?We are in Chennai region.
