I have purchased the flat through the broker agent since 10 years ago but still not got possession. Broker has open the office in same premises of the builder and still doing the deal with customer on the behalf of builder.
The broker always did false commitment with me on the behalf of builder.
Now my question is can I File the FIR against the broker for fraud case.

You have to legal action against the builder in the consumer forum. Send him a legal notice and later on approach the consumer forum.
