yes, after the commission has acceepted your online complaint you have to submit the hard copies to the commission, i.e., three sets of the entire complaint papers along with the documents to the commission and one copy each to the respondents, this is law and rules of practice, and has to be complied mandatorily.

You may have to be physically present before the commission for filing the hardcopy.

By commission I think one means the Forum. One can submit something directly to the Forum only when the Forum is in session and you are called. I think that you can submit the complaint by registered post or other means to the Forum office. The Forum will then send you notice and you or your legal representative should appear before the Forum on the specified date when in session.
