My friend whose father came to india in 1985 from Nepal but mother's ancestors were Indian. He was born in 1994 in Delhi govt hopital. he has completed all his studies from schooling to college in Delhi itself. now he is 24 years old and aspiring for UPSC IAS/IPS. He has acquired indian passport as well. Is he considered indian citizen or not to be elligible for these posts. If yes what needs to be given in fathers birth place?
