Does fine recovery under section 156 of indian railways

If a person caught travelling on foot board of train by a railway official and been asked to pay fine at railway court. Won't this affect visa approval. Should this be included in offences section of visa approval form

It is non-cognisable offence, so no need to show in the visa application.

Need not worry, it is a petty offence and will not appear in the crime records.
