Do you think "Fair Dealing" in Copyright is misused?

Does anyone believe that fair dealing in Copyright Law in India is misused for commercial benefit?

It is true and strange even that in the name of fairness, the law of copyright is generally miused only for the purpose of commercial benefits.

In the field of book publishing the copy right law is almost meaningless.

Copyright Act is for protection of one's own work.  However, more often than not, it is practically used for commercial benefits only.
