Distribution of society responsibilities on every committee

If all the society documents are not in place, not handled properly by the previous committee members what action can be taken for the same. Can the society work be distributed among the committee members. What are the powers given to a society secretary, chairman and treasurer. How are they held accountable for not managing the society well ?
