Dispute with landlord

Sir / Ma'am, I want legal advice regarding this: I rented a house to run institute. The rent agreement had clause which states that tenant will get commercial electricity meter installed. But later landlord refused to provide essential documents for new comercial connection. He just kept money which we gave him for connection. In mean Time electricity board raided and fined for using domestic metre. Later landlord filed case against me claiming that I should give fine money to him. Now case in court. Please , give me legal opinion about this. Why should I pay for fine when landlord should had installed commercial metre in first place . What laws can I state to win case. Regards
