Dispensing order of deputy labour commissioner

Hello experts,

The deputy labour commissioner has directed to pay an amount of Rs.7500/- each to 46 employees acting under section 15(3) of payment of wages Act.

The respondent want to assail the said order, is but before preferring appeal it is Mandatory tk deposit said amount with authority below.

my question is, Is there any provision for dispensing said order of depositing amount before preferring appeal ??

It is a small amount for the employer. Why he wants to avoid it?

7500* 47 which is about 352500 the reason is though the settlement between the parties reported to court they court proceeded to pass order stating that it will hit sec 23 of act, therefore
