Difference between assignment & sale

Please tell me difference between Assignment & Sale for the perspective of immovable property (Dwelling House).

I have a Dwelling house which is Nazul leasehold property (Permanent lease) which renew in evey 30 years asper MP Nazul Rules 2020. I have Patta( Lease Paper) which stating about Assignment  not Sale. Is sale included in Assignment. 

Can I sale it without any problems. Is it prior permission of DM, necessary as specially not mentioned in Patta ( Lease Deed)

Kindly help in this issue. attached lease deed for better understanding.

Assignment” means transfer of the leasehold rights (not ownership of the land itself) from the original lessee to another person.

You’re not selling the land (since it belongs to the government).

You’re transferring your right to use and occupy the land under the same lease conditions to another person.

Without converting leasehold to freehold you cannot sell the property and after that also you need to obtain permission from district collector for selling it 

Legally, you can’t “sell” Nazul land, only assign your lease rights with approval.

So even if your Patta mentions “assignment”, that word does not automatically mean you can transfer it freely.

The general rule under the MP Nazul Rules still applies: Collector’s prior permission is mandatory.

Nazul land is government-owned, and lessees only have possessory rights, not ownership rights.

Hence, the Patta (lease deed) allows assignment — transfer of leasehold interest — not sale of the land.

You are not the titleholder (Owner) of the property, rather you are enjoying the property as a lessee, which you cannot sell /transfer its title.
