Seen flat purchase in Hyderabad location but unable to get housing loan from govt bank as vertical and horizontal deviations exists in flat construction and No OC certificate for the same.But approval available upto 3Rd floor
My doubt is wheather fourth and other upper floors will be fined or demolished

The authorities can pass demolition order if the deviation in construction is beyond the permissible limit.
You may obtain a proper legal opinion before planning to purchase the property

Yes, Municipal authorities can demolish or remove illegal constructions made by builder without permission at any time.
