Departmental proceedings

Sir, I would like to know that in departmental proceedings under rule 14 of ccs cca, IO has to prove charges mentioned in Article I of charges memo or he has to prove statement of imputation in article II of charge memo random. Can he prove the charges which is not mentioned in article 1 of the charge memo?

The charge memo is for charge framed and the imputations of the charge are how the charge is framed and linked.  So he may give his report after the completion of the inquiry.
