Denial to issue Aadhar card to a woman aged 32 years mentally retarded.

This 32 year old woman has been mentally retarded since child hood, also she gets frequent fits falls down suddenly. several times she was taken for Aadhar card creation but refuses for IRIS test and as such the authorities havenot issued Aadhar. her family is very poor. she is not getting included in ration card, no voter card. She needs Aadhar desparately.

l request the learned Advocates to give your valuable suggestions in this case.

The residents who are disabled and unable to attend the Aadhar Enrollment centre can seek home enrollment through UIDAI with their toll-free number or send an email to help@uidai.gov.in

Under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, every resident of India is entitled to enrol for Aadhaar, regardless of physical or mental condition.
For persons with disabilities, including those with intellectual/mental disabilities, UIDAI has issued special enrolment guidelines.
If the woman cannot give biometric data (fingerprint/iris), the enrolment operator can use exceptions like photo + demographic details, and a guardian/parent/relative can authenticate on her behalf.
A valid proof of identity and proof of address is still needed, but even if unavailable, the Introducer system (approved introducers appointed by UIDAI, such as government officers or NGOs) can be used.
 Therefore, denial of Aadhaar enrolment only on the ground of mental retardation is illegal.
