Decree meaning

Hi,

I read a document which says ‘you are fined under the decree 190-250’. What is the meaning of decree?

A decree is a kind of a rule of law that is usually issued by a state's head (such as the President) after specific procedures established in a constitution have been followed. It carries legal weight.

is there any difference between act and decree??

An act is bill which has passed through the various legislative steps. Whereas, a decree is a rule of law usually issued by a head of state.
