Dc land conversion order violation

DC Land conversion order obtained for commercial purpose, single conversion.  The developer has sold the property by creating various dimension sites and cottages to different individuals.  Which has violated the conversion order.  Is the DC empowered to cancel the conversion order.

The property in question is in Hassan district of Karnataka.

Whether DC is competent authority for change of land use of subject property i.e., land allotted for commercial to residential purpose ?

Sir, District Commisioner is the competent authority for giving land conversion order.  From agricultural to commercial, residential conversion approvals are given in Karnataka by DC.

Conversion order given is for commercial, but the builder has concealed this fact and with corruption in Panchayat office has obtained Khata number(s) and also sold these properties to different individuals.  Can this be taken to DC and does DC has authority to cancel conversion order in Karnanataka.
