Damaging locks

I have a shop on main road and some one is harrassing me saying that it is mine... I started taking pictures of me with my shop with a news paper while opening and closing the locks... But now he has put elfy in the locks so that I cannot open it... What should I do? What is the procedure of reopening of the lock without breaking it.?
