When any person who committed murder and make a confession before the magistrate under section 164 of cr.p.c. then who has power to grant  pardon.....

only president of india has been power to parden, some extent governor of state can give pardon.

When the accused made confession before the decision of the case under section 164 of the CrPC then  the magistrate has a power under section 306 of the CrPC to pardon any accused
