cpc recommendation

Haryana state broadly follow the recommendation of cpc. That's why in 7th pay commission Haryana govt give MBBS Doctors equal pay scale to center but govt don't give bds doctors equal pay scale as in center. Both department come under Health department. My question is that govt has to apply cpc recommendation in toto to both the department or govt can give benefit of cpc to one department and ignore another department. Please share some related case like this.
