I need to file a complaint case for the below.
A student got a fake degree from a university city 1 and live there as well.
I live in city 2.
1. Can I do a complaint case in city 2.
2. Can the magistrate deny to take the case.
3. If I complaint with police in city 2. Can police deny to file FIR?
