Under the Tamil Nadu Co-operative Societies Act, 1983, an enquiry under Section 81 is only a fact-finding exercise. The report itself is not directly appealable in most cases because it does not by itself impose penalties—it merely forms the basis for further action.
You cannot challenge the report however you can file objections before the Deputy Registrar / Joint Registrar of Co-operative Societies.
You may have an idea to approach the Madras High Court under Article 226 but only in exceptional cases, such as no opportunity of hearing (natural justice violation), enquiry conducted without jurisdiction Mala fide or predetermined findings and serious procedural irregularity.
