CoOp housing soc. related

a Co Op housing soc registered 33 years ago, allotted plots to its members and received plot money and development charges from members at the time of registration. There is no development work like Road water electricity or drainage on the society land till date.socity working body members are from one family only and hardly 2-3 other person in working body. plot members members waited many years for development and then sold their plots to others.
after few complaints to govt official for development issue,now society chairman and working body passed a resolution in meeting that "Now every plot holder have to pay new development charges to start development work."
My question is:-
1.Can society demand development charges again,which already has been taken at the time of allotment?
2.Can chairman has right to cancel that plot,which sold by allottee to others?
3.Can working body held responsible for not fulfilling Main aims of society?

Dear querist,

You have to approach consumer forum against your society for demanding development charges again, for cancellation of plot illegally and for not fulfiling main aim of society.
