the matter is order payment of family pension to Dependant disable son of deceased employee.

Whether the dependant of deceased employee file application/ case / suit and granted family pension and against whom ?

If so, what is the subject of case/ application / suit for moving a contempt of court ?

Vague information can not lead to form proper opinion and oblige.

The matter must be brought to the attention of the Court that has given such orders about noncompliance of orders after exploring the possibility of getting relief as per orders of the court.  Your counsel can first issue registered notice on noncompliance to the authority and then file such a contempt petition.

Which is the Court/Tribunal that gave the Order? What exactly was the Order? What was the nature of the proceddings?

You file e.p for recovery of arrears of pension and inform to court to take action against them if any order is passed by court to pay pension .

Will need to know what is the court order under which the person has to pay this money.

We will have to know if this is a private party or an insurance company. 

Also, it might be the case that you are thinking that the other party is going against the order of the court by ignoring it whereas the party has filed an appeal in the higher court where you are not appearing due to any reason. So plz check if such appeal is lying in the higher court before moving contempt proceedings.
