Consumer forum case possible against HTC Mobile in my case ?

I have purchased a HTC mobile phone in September 2012 for RS 22.000 In 2 months, HTC dropped It's price to 17.500 RS And now within 6 months, the same phone costs for RS 13,500 only. I feel cheated. On what grounds can I file a case against HTC ? My demand is a refund of RS. 5000
