Concession in promotion within group a in psu

Recruitment and promotion rules ammended from selection to selection by merit in 2018, I was eligible for promtion since 2013 and there were vacancies in 2016 . I was at sl. no. 2 and because of change in RP&S RULES promoted at Sl. no. 5.

Executive at Sl. No. 1 nt promoted as he was found unfit.

I belong to the reserved category.
