What is the qualifying service for compulsory retirement as a result of major punishment

Compulsory retirement on major punishment can be given at any time in service

Your question is incomplete. Please be clear, qualifying service for what purpose, for pension or gratuity or for any other purpose? Also, whether you are a central or a state Government employee?
