Complaint against Town Planning dept

The town planning dept and Nagar Panchayat of Nagpur, Maharashtra has approved a residential layout plan based on fraudulent documents submitted by a party, wherein he has shown my land as his land and obtained the approvals. Where and how can I complaint against this?

If the Town planning authority has approved the application submitted by the fraudster, you can raise an objection in writing to the authorities concerned and request to cancel the approval failing which you can approach civil court with a suit for mandatory injunction by impleading the authotries of the town planning department and the concerned party seeking to cancel the approval and for recovery of posession of your property (if the property's possession is with the other party)
