Coconut tree is hitting property

My dad's neighbor's coconut tree has changed direction and its trunk has started bumping against my dad's house. As the trunk itself is hitting, there is no question of cutting any branches. The tree hits the house quite hard on windy days, and I'm concerned that the property will get damaged very soon, sooner than expected. Can my dad lop off the top of the tree from where it is hitting the property?
