Can we Construct the Club House in Basement in the Apartment? As the builder is NOT constructing this as of now and waiting for certain Fire and Occupancy Certificate Approval to come.

If the basement is for parking purpose you cannot .Secondly if the basement is not included in FSI you cannot.
