Quick Summary
This discussion explores the concept of 'circulation' in legal proceedings before High Courts and Tribunals. It aims to clarify what circulation entails, the necessary submissions lawyers must make, and the procedural steps involved. Circulation typically refers to the process of a case file being reviewed by judges within a bench when a physical hearing isn't possible, such as with review petitions before the Supreme Court.
